Having regard to the nature of grievance, we dispose of the instant petition with a direction to respondent No.3 to take appropriate decision on the application of the petitioner within six weeks from the date of communication of the instant order. In case any other officer is competent to take such a decision, he will transmit the representation of the petitioner to the said authority for consideration in compliance of the instant order.
