According to the petitioner, he had already submitted Exts.P1 and P3 applications before the 2nd and 5th respondents. However, no action has been taken. Notices were sent to the respondents but despite service of notice, there is no appearance so far. As far as the relief highlighted by the petitioner is concerned, the competent authority to take action is the Chairperson of the 4th respondent Municipality, who is Chairman of the Traffic Regulatory Committee. In such circumstances, this writ petition is disposed of, directing the petitioner to submit a representation before the 4th respondent. Thereupon, the 4th respondent shall place the matter before the Traffic Regulatory Committee and an appropriate decision on the matter shall be taken after hearing the petitioner.
