(2) By means of this writ petition, petitioner has sought the following reliefs: “(i) Issue a writ, order or direction in the nature of Certiorari calling for the records and quashing/setting-aside the Government order dated 27.8.2020 (Annexure-2 to the writ petition) so far as it excludes the qualification of legal practitioners from being considered for appointment as Presiding Officer of the Land Acquisition, Rehabilitation and Resettlement Authority Uttarakhand Dehradun (ii) Issue a writ, order or direction in the nature of Certiorari calling for the records and quashing/setting-aside the advertisement dated 14.9.2020 (Annexure-3 to the writ petition) issued by the Board of Revenue Uttarakhand Dehradun so far as it excludes the qualification of legal practitioners from being considered for appointment as Presiding Officer of the Land Acquisition, Rehabilitation and Resettlement Authority Uttarakhand Dehradun (iii) Issue a writ, order or direction in the nature of Mandamus directing the respondents to amend the Advertisement dated 14.9.2020 (Annexure-3 to the writ petition) issued by the Board of Revenue Uttarakhand Dehradun by including the qualification prescribed in Section 53 (1) (b) of the Act of 2013 for the post of Presiding Officer of the Land Acquisition, Rehabilitation and Resettlement Authority Uttarakhand Dehradun” 2025:UHC:5912-DB (3) Mr. Vinay Kumar, learned Counsel for the petitioner, submits that the writ petition has become infructuous by efflux of time as pursuant to a decision taken by the State Government, District Judges have been notified as the Land Acquisition, Rehabilitation and Resettlement Authority under Section 51 of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
