The specific case of the petitioner is that the petitioner was in possession of all the relevant documents in order to substantiate the ownership of the petitioner over the subject property. However, in the written instructions given by the Assistant Engineer, it is mentioned as if the petitioner did not submit any document in spite of sufficient time granted to the petitioner. In the considered view of this Court, it is not necessary for this Court to go into this issue for the present. There shall be a direction to the petitioner to submit a fresh application before the second respondent along with all relevant documents and by paying necessary charges. On receipt of the same, the second respondent shall process the application and do the needful within a period of four (4) weeks from the date of receipt of the fresh application from the petitioner. This writ petition is disposed of with the above direction.
