Considering aforesaid submissions of learned counsel for rival parties, this writ petition is disposed of with an observation that the petitioner will file a proper application/representation, if already not filed, and thereafter respondent-4 will take all endeavour to consider the grievance of petitioner and in case of any legal impediment, the same shall be communicated to petitioner.
