According to the Petitioner, three Sale Deeds were registered as Document Nos.5773/2014, 5774/2014 & 9183/2014 on the file of 2nd Respondent Office. The Writ Petitioner (1st Respondent herein) is also one of the parties in the said Sale Deeds. On 30.06.2017, Petitioner had lodged a complaint to the Vigilance and Anti-Corruption Department stating that the said Sale Deeds were registered in under valuation by evading payment of appropriate stamp duty and registration charges. The complaint given by the Petitioner culminated in the issuance of proceedings dated 16.12.2024 & 27.12.2024 which are impugned in W.P.No.2356 of 2025. 3. Considering the facts and circumstances of the case, this Court is of the opinion that it is not necessary to implead the Petitioner as a party in W.P.No.2356 of 2025.
