No. 489 of 2025 PRAYER This Writ Petition (Criminal) is filed under Article 226 of Constitution of India, praying to issue a issue a writ of Certirari to call for the records pertaining to the order passed by the 3rd respondent in C.No./CIKNM/2025, dated 22.07.2025, and quash the same as illegal and incompetent, and subsequently directed the 3rd respondent to provide permission for Manjuveerattu Maadu Viddum Funtion (Bull Running Function) programs held on 10.08.2025 at 5 Puthur Temple Sri Mariyamman and Vinayagar temple situated at Chinnaputhur Village, Aranni Taluk, Tiruvannamali District. No. 489 of 2025 For Appellant(s): T.Maganathan For Respondent: Dr.C.E.Pratap, Government Advocate (Crl.Side) for R1 to R3 ORDER The petitioner has come up with a prayer challenging the order dated 22.07.2025 and to direct the 3rd respondent to grant permission for Manjuveerattu/Maadu Viddum Function (Bull Running Function) programmes to be held on 10.08.2025 at 5 Puthur Temple, Sri Mariyamman and Vinayagar Temple, situated at Chinnaputhur Village, Aranni Taluk, Tiruvannamali District. 2.The permission that was sought for was rejected by the respondent on the ground that the petitioner village is not an enumerated village as per the GO(MS). WP Crl. No. 489 of 2025 government orders are issued in respect of the jallikattu that is being conducted, and if the petitioner proposes to conduct jallikattu, then the impugned order will be alright. But however, in this case, what is being proposed to be conducted is 'madhuvum thiruvizha'. In such cases, there is no any taming/embracing of the animals or the human beings riding on the animals. 3.This Court directed the petitioner to come up with the supplementary affidavit as to what exactly they will be doing in the festival. It is stated that these bulls will be allowed to run within enclosures, and after a while, they will all be taken away.
Such a type of manjuvirattu / Maadu Viddum function is common in the said area. I have already considered a similar issue in WP (criminal) No. 274 of 2025, and the same was disposed of with the following directions:
“(a)The order dated 21.06.2025 bearing reference No.C.No.21/CIKNM/2025 shall stand set aside and the matter is remanded back to the file of the third respondent. (b)The petitioner, along with a copy of this order, shall file an affidavit detailing as to what is the nature of event in which the bulls are involved with reference to the festival that is proposed to be conducted viz.,“fhis tpLk; jpUtpHh“. https://www.mhc.tn.gov.in/judis

No. 489 of 2025 (c)Upon being satisfied that the same is not Jallikkattu as such or Jallikkattu of any kind, an order shall be passed by the third respondent in accordance with law granting permission. (d)If the activities that are mentioned by the petitioner amounts to Jallikkattu, then it will be open for the third respondent to reject the request of the petitioner. (e)The parties can act with the above web copy of the order without waiting for the certified copy of the order.” 4.In view thereof, this writ petition is also disposed of on the same terms.
