THIS PETITION, COMING ON FOR ORDERS, THIS DAY, ORDER WAS MADE THEREIN AS UNDER: CORAM: HON'BLE MR. JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. The petitioner is before this Court seeking for the following reliefs: "WHEREFORE, the petitioner prays that this Hon'ble Court may be pleased to issue a: a). Writ of mandamus or any other Writ, Order or direction directing the 2nd Respondent to conduct a proper investigation on the ANNEXURE-A complaint filed by the Petitioner. - 3 - HC-KAR NC: 2025:KHC:47702 WP No. 5610 of 2025 b). Writ of mandamus or any other Writ, Order or direction directing the 1st Respondent to set up a dedicated cybercrime unit led by a senior officer for investigation and effective prevention of cybercrimes. c). Writ of mandamus or any other Writ, Order or direction directing the 3rd Respondent to establish a national agency having jurisdiction all over the country for investigation and effective prevention of cybercrimes. d). Writ or mandamus or any other Writ, Order or direction directing the 4th Respondent to issue stricter norms to banks under it regarding opening of bank accounts and to take effective steps for the prevention of opening and operation of fake bank accounts using fake, fabricated documents. e) Writ of mandamus or any other Writ, Order direction directing the 5th Respondent to effectively assist the 2nd Respondent in the investigation related to the complaint filed by the Petitioner. f). Writ, order or direction as this Hon'ble Court deems fit in the facts and on the circumstances of the case". 2. The grievance of the petitioner is that the investigation has not been carried out properly by respondent No. 2, which has resulted in 'C' report having been filed. Whether the investigation has been carried out properly or not, once 'C' report has been filed, the petitioner can always file a protest memo challenging the 'C' report and it would be for - 4 - HC-KAR NC: 2025:KHC:47702 WP No. 5610 of 2025 the Court seized of the matter to consider whether any further orders are required to be passed including re-investigation or further investigation. This Court cannot, once a 'C' report has been filed, direct another investigation to be conducted. 3.
