Respondent/s BEFORE HON’BLE MR. JUSTICE A. GUNESHWAR SHARMA Order 13.03.2025 [1] Heard Mr. D. Julius Riamei, learned counsel for the petitioner. [2] The petitioner who is the Chief/Khullapa/Ex-Officio Chairman of Longjang (Thangal) Village, Longmai Sub-Division, Money District, Manipur approached this Court for correcting the nomenclature given in the notification dated 29.06.2019 at serial No. 3 with respect to Thangal Village. In the notification, instead of Ex-Officio Chairman, the petitioner has been declared as Chairman. [3] By the present writ petition, the petitioner is requesting for changing the nomenclature Chairman as Ex-Officio Chairman and by doing so there will be no substantive change in the notification. In this respect, the petitioner submitted a representation dated 30.05.2023 to the Additional Chief Secretary, Tribal Affairs & Hills, Government of Manipur (respondent No. 1). [4] It is submitted that representation is still pending and writ petition may be disposed of by directing the respondent No. 1 to dispose of the pending representation submitted by the petitioner by a speaking order as per law. However, it is pointed out that one Civil Suit being O.S. No. 2 of 2024 is pending before the Court of Ld. Civil Judge (Senior Division), Tamenglong regarding Khullapaship of Taireng Pamei clan. [5] Mr. D. Julius Riamei, learned counsel for the petitioner, draws the attention of this Court to the notification dated 11.04.2001 issued by the Commissioner (Hills), Government of Manipur declaring the petitioner as Khullakpa-cum-Ex-Officio Chairman of Thangal Village Authority. [6] Recording the submissions made at the bar, writ petition is disposed of by directing the respondent No. 1 (i.e. Addl. Chief Secretary, Tribal Affairs & Hills, Government of Manipur to dispose of the representation dated 30.05.2023 by a speaking order as per law within a period of two months from the date of receipt of a copy of this order. [7] With this observation, writ petition is disposed of. [8] It is made clear that this Court does not express any opinion on the merit of the case.
