The presence of the 1st respondent is very much essential considering the fact that the order of the Division Bench of this Court dated 01.08.2019 made in W.A.No.2423 of 2019, wherein the subject matter is more or less similar to the present writ petition, has not been implemented from the year 2018 onwards and the 1st respondent is the competent authority to implement the said order. 4.
