Whereas, learned senior counsel for the State of Manipur, Mr. M. Rarry is present before this Court physically in the proceeding of MC(PIL) No. 6 of 2025 seeking for implementation of a new tourism project. But, the learned senior counsel, Mr. M. Rarry, in this proceeding, represented for the State of Manipur is seeking for looking into the issue in the proceeding of miscellaneous application to implement a new tourism project. Whereas, the learned amicus curiae is submitting that the project as sought for implementation of tourism project is a prohibitory area i.e. buffer zone. This submission which is made by the learned amicus curiae is taken on record. Rarry be directed to submit a specific report relating to how he was in a position to implement the tourism project in the prohibitory area i.e. buffer zone. However, the learned senior counsel, Mr. M. Rarry is submitting that he has already submitted report with the planning for implementation of the said project. But, the learned amicus curiae be directed to look into the issue and also to submit response to the project in detail. A copy of the same shall be submitted to the learned senior counsel for the State of Manipur, Mr. M. Rarry. The learned Advocate General is also directed to submit a comprehensive report relating to the scope of the project as sought for in the proceeding of MC(PIL) No. 6 of 2025. However, the learned Advocate General also be directed to submit an affidavit in the main proceeding and a copy of the same be furnished to the learned amicus curiae in this matter. Whereas, the learned Advocate General is submitting that there is a proceeding pending before the Hon’ble Supreme Court of India relating to this issue in this Public Interest Litigation.
