Learned counsel submits that this Court vide order dated 20.08.2024 in CWP-11680-2020, had specifically observed before setting aside the order passed by the Appellate Authority that the learned State counsel was unable to rebut the claim be covered by Dr. Charanjit Singh vs. State of Punjab and Others, CWP-5177-2017, decided on 14.08.2024, however, since the deceased had passed away during the pendency, the legal heirs were granted liberty to file supplementary appeal as well, but without adverting to the aforesaid judgment or the grounds, the impugned order has been passed. 2.
