The first petitioner is a registered Trust and the second petitioner claims himself to be National President of the said Trust. It is stated that the Trust is engaged in public welfare work. The present petition has been filed highlighting irregularities in promotions/appointments in the respondent-department. 3. As the petition has been filed ostensibly in public interest, therefore, the framing of the petition is defective. It should have been filed as a public interest litigation. 4.
