Sanjeeva Rao, Ld. Asst. Government Pleader for Revenue. 2. Sri T.Sanjeeva Rao, Ld. Asst. Government Pleader for Revenue has submitted the Written Instructions dated 16.07.2025 furnished by the District Head-Housing, Andhra Pradesh State Housing Corporation Ltd. Copy of it is supplied to the Ld. Counsel for the Writ Petitioner and the same is taken on record. The relevant portion of the Written Instructions dated 16.07.2025 is usefully extracted hereunder: “It is submitted that, through the reference 4th cited, the District Collector & Executive Director, APSHCL, Prakasam District has accorded administrative sanction for Providing C.C Roads in (20) INDIRAMMA layout colonies with an estimated cost of Rs 1.00 Crores in S.N.Padu Assembly Constituency and directed to execute works through APSHCL. It is further submitted that the Managing Director, APSHCL, Hyderabad had directed to execute the works by APSHCL and APSHCL works have to the executed by e-procurement by calling Tenders System only. In this regard, it is further submitted that vide reference 5th cited, the Hon'ble M.L.A., S.N.Padu Assembly Constituency has requested the District Collector, Prakasam District to take up the sanctioned 20 works vide reference 4th cited, may be executed through Habitation Committees / Work Committees of the concerned Gram Panchayats to maintain the quality of above works and to provide the man-days to the beneficiaries of the said habitation. 3 Further it is submitted that, the works such as Roads in Housing Colonies which were sanctioned in Kandukur and S.N.Padu Constituencies vide Procs. No El /2863 / IIDP /2011, Dt. 23.04.2012, 24.07.2012 & 15.09.2012 to an amount of Rs. 430.00 lakhs are entrusted to the Panchayat Raj Department. Accordingly vide reference 6th cited, the Managing Director, APSHCL, Hyderabad has ratified the action taken by the District collector, Prakasam as Special Case and permitted Collector to ensure that all other works are taken up through APSHCL on general Engineering Principles. Through the reference 7th cited, the Managing Director, APSHCL, Hyderabad, has issued orders for "laying of WBM Internal Roads" to an amount of Rs. 150.00 (Rupees one hundred and fifty lakhs only) in 35 (thirty-five) Indiramma Housing Layout Colonies in S.N.Padu Constituency. Through Proceedings Rc. No. El / 2863 / IIDP /2010, Dt 29.06.2013, the District Collector and Executive Director, Prakasam has allotted to Panchayat Raj Department instructing to complete as per procedure in vogue.” 3. The Written Instruction would indicate that the Official Respondents have followed the procedure in accordance with the Rules, Regulations and guidelines and that they have not committed any illegality. 4. In this view of the matter, this Writ Petition stands disposed of. No order as to costs. 5.
