The petitioner contends that though the respondents have issued Exts.P2, P4, P5 and P9 orders against the 7th respondent, finding that he is to reinstate the property in its original form, so as to avoid the water logging, the afore orders are not implemented till date. 2. Notice issued to the 7th respondent has been returned with the endorsement, “left India”. Therefore, the petitioner has filed an application for carrying out substituted service and the notice on the 7th respondent has been served through affixture. However, there is no representation from the side of 7th respondent. 3. I heard Sri.C.Dinesh, the learned counsel W.P.(C) NO. 35467 OF 2023 4 2025:KER:25852 for the petitioner and Sri.E.G.Gordan, the learned Senior Government Pleader. 4. Taking note of the rival submission as well as the contents of the orders pointed out in the writ petition, I am of the opinion that, it is for the respondents to take emergent steps to implement the directions/findings contained in the orders culminating in the one at Ext.P9.
