3.Taking into consideration the facts and circumstances of the case and considering the fact that there is a pending dispute between the petitioner and respondents 7 to 11 before the Civil Court and also taking note of the fact that the petitioner has made specific allegation that the so-called No Objection Certificate was created and fabricated by the 7 th respondent by forging the signature for the petitioner, there shall be a direction to the 4th respondent to conduct an enquiry after affording an opportunity to the petitioner and the https://www.mhc.tn.gov.in/judis
