This matter is taken up through Hybrid arrangement (video conferencing/physical mode). Learned counsel for the petitioner is present. This contempt petition has been filed by the petitioner, Ghasiram Majhi, for non-compliance of the order dated 04.09.2024 passed in W.P.(C) No.21310 of 2024. While disposing of the writ petition, in the operative portion, we have passed the following order: “In view of the above, we dispose of the writ petition with a direction to opposite party no.1 Digitally Signed Signed by: RAJESH KUMAR BADHEI Reason: Authentication Location: HIGH COURT OF ORISSA, CUTTACK Date: 17-Dec-2025 19:50:01 Signature Not Verified to sanction the amount at an early stage and thereafter the opp. party no.3-Special Land Acquisition Officer, Lower Indra Irrigation Project, Khariar in the district of Nuapada shall take expeditious step for disbursement of the compensation amount by end of October, 2024, if there is no other impediment.” As per the order dated 02.12.2025, learned counsel for the State has produced the written instruction dated 10.12.2025 received from the Spl. L.A. & R.R.O., Lower Indra Irrigation Project, Khariar, which shows that notice has been issued to the petitioner to appear before the Spl. L.A. & R.R.O., Lower Indra Irrigation Project, Khariar for preparation of voucher and payment of decretal dues vide notification dated 08.09.2025, but the decree holder could not attend on scheduled date for preparation of voucher and action is being taken for disbursement of decretal dues.
