Heard learned counsel appearing on behalf of the parties. 2. In the present writ petition following prayers have been made by the petitioner:- "I) Issue a writ order or direction in the nature of Certiorari quashing the impugned recovery notice dated 17.06.2025 issued by the respondents (Annexure No.1) to this writ petition. II) Issue a writ order or direction in the nature of Mandamus directing the respondents to allow the electricity connection upon the online application dated 09.05.2025 in his under construction house situated at Village Kusari, Tehsil Handia, District Prayagraj, within stipulated period of time as specified by this Hon'ble Court. III) Issue any other suitable writ, order or direction which this Hon'ble Court may deem fit and proper in the circumstances of this case. IV) Award the cost of the writ petition in favour of the petitioner." 3. It is to be noted that final assessment order has not been passed till date. 4. In light of the same, the impugned recovery notice dated June 17, 2025 is quashed and set aside with direction upon the respondent authority to grant an opportunity of hearing to the petitioner, and thereafter, pass final assessment order within a period of twelve weeks from date. 5.
