In our view, this issue cannot be gone into by way of a public interest litigation. Those who are personally interested and appear to be aggrieved cannot file public interest litigation. If they are aggrieved by action of the respondents, remedy is to challenge those orders in appropriately constituted proceedings. With the said liberty, this petition is dismissed.
