Similarly the respondents no. 3 to 8 have also died years back. No substitution application has been filed to implead the legal heirs of the deceased litigants. The writ petition is liable to be abated and is abated. The writ petition stands dismissed as abated. It shall be open to the legal heirs of petitioner to file a substitution application/recall of this order at any point in time. A copy of this order shall be served by the Chief Judicial Magistrate concerned to the legal heirs of the petitioner.
