ORAL ORDER
1. The learned Additional Government Advocate is directed to accept notice for the respondents.
2. The petitioner is before this Court seeking for the following reliefs:
"(i) Issue a Writ of Mandamus Directing the respondents to pay the pending bills to the tune of Rs.1,32,90,284 (Rupees One Crore Thirty Two Lakhs Ninety Thousand Two Hundred Eighty Four Only) along with 24% Interest per annum within 15 days from the date of passing the order as per Annexure - P to P3 and Annexure-Q respectively in accordance with law.
(ii) To grant such other relief's as this Hon'ble Court deems fit in the
facts and circumstances of the case, including award of the cost of these proceedings, in the interest of justice and equity."

3. The grievance of the petitioner is that as regard to the works which have been carried out by the petitioner in terms of the work orders which had been issued on 14.02.2023, 23.02.2023, 06.03.2023, 09.03.2023 and 13.03.2023 have not been paid by the respondents. As such, the petitioner had submitted representations on 16.05.2024, 22.05.2024, 23.05.2024. On 10.06.2024, respondent No.3 issued an endorsement stating that the payments would be made after orders were passed by the Government, despite which no payment has been made. The petitioner again submitted representation on 17.02.2025 and 18.02.2025 and got a legal notice issued on 07.05.2025, no payment has been made. The petitioner is before this Court seeking for the aforesaid reliefs.
4. Whenever any bills are submitted to the enterprise, it is required for the said enterprise to make payment of the bills or reject the same, as per the work orders, contract entered into within a reasonable period of time.

5. The respondents neither having paid nor rejected the bills, Hence, I pass the following:
ORDER (i) The writ petition is allowed; (ii) A mandamus is issued directing respondents to consider the bills submitted by the petitioner along with the various representations mentioned hereinabove, within a period of 45 days and pass necessary orders in accordance with law. (iii) It is made clear that this Court has not expressed any opinion on the entitlement of the petitioner.
