Order dated 17.04.2025 passed by the District Magistrate, Pilibhit/ Respondent No. 2 by which the financial administrative power of the petitioner has been seized is under challenge. 2. It is argued by the counsel for the petitioner that order impugned has been passed in violation of Rule 2(c) of the 1997 Rules- Inquiry conducted by unauthorized persons. It is further argued that the same has been passed without considering the reply submitted by the petitioner. It is argued that the order impugned is absolutely non speaking order and the same is passed without giving any reason whatsoever. 3. On the other hand, it is argued by the learned Standing Counsel that after considering the entire aspects of the matter and since charges levelled against the petitioner is found very serious, the order impugned has been passed. Hence order impugned does not call for any interference by this Court. It is further argued that authorities will conclude the proceedings initiated against the petitioner and will take a final decision in the matter, expeditiously. 4. Heard counsel for the parties and perused the record. 5. In the facts and circumstances of the case and without interfering with the order impugned, the writ petition is disposed of finally directing the Respondent No. 2, District Magistrate, Pilibhit to conclude the proceedings initiated against the petitioner, most expeditiously and preferably within a period of three weeks from today. 6. Registrar (Compliance) is directed to communicate the copy of this order to the Respondent No. 2, District Magistrate, Pilibhit forthwith.
