The present contempt petition has been filed for deliberate and intentional disobedience of order dated 14.03.2023 passed by this Court in CWP-10279-2020. 2. The relevant portion of order dated 14.03.2023 passed by this Court in CWP-10279-2020, is reproduced as under:- “2. Mr. R.K.Kapoor, Additional Advocate General, Punjab, on the instructions from Mr. Gurmeet Singh, Deputy Director, Department of Public Relations, Punjab, submits that the department is prepared to consider the promotion of the petitioner as well as the private respondent afresh within a period of two months, positively, from today.” SAHIL 2025.09.04 21:13 I attest to the accuracy and authenticity of this order/judgment. Learned State counsel submits that in compliance of order dated 14.03.2023, compliance affidavit of Ramvir, IAS, Secretary to Govt. of Punjab, Information and Public Relations department, Punjab dated 14.07.2025 along with Annexure A-1/T and A-2, has been filed. He further submits that in compliance of order dated 14.03.2023, a speaking order dated 11.07.2025 has been passed. 4. The relevant portion of compliance affidavit of Ramvir, IAS, Secretary to Govt. of Punjab, Information and Public Relations department, Punjab, filed on 14.07.2025, is reproduced as under:- “5. That in the meeting of Department Promotion Committee held on 20.06.2025, it has been observed by the Committee that the case has been considered in the light of Agenda Note issued by Administrative Department vide letter No. I/1111683/2025 dated 27.05.2025. Since petitioner Sh. Sarabjit Singh has retired as Information and Public Relations Officer on 31.01.2024, therefore Department Promotion committee had not considered his name in its meeting held earlier on 08.05.2025. The Administrative Department has brought in the notice that the name of the officer senior to the petitioner has been considered for promotion in the above mentioned meeting dated 08.05.2025 only. Hence, as per Agenda as considered in the light of existing rules and instructions applicable at present, no officer (except S.C. officer under reservation rules), Junior to the petitioner, was promoted as Deputy Director during April, 2020 and afterwards till his date of retirement i.e. 31.01.2024. Therefore the petitioner does not deserve to be considered for promotion on notional basis. That Speaking Order No. I/1149855/2025, dated 11.07.2025 issued regarding above decision of Department Promotion Committee has been annexed as Annexure A-2.” 4. A perusal of the above shows that order dated 14.03.2023 passed by this Court in CWP-10279-2020, has been complied with by passing speaking order dated 11.07.2025. This fact is not disputed by learned counsel for the petitioner. 5. In view of the above, the contempt is purged and rule is discharged. 6. Pending application(s), if any, also stand disposed of. 7. Needless to say that the petitioner can avail the remedy as is available to him in accordance with law to challenge the speaking order dated 11.07.2025.
