1. Heard learned counsel for the petitioner at length and perused the record.
2. Learned counsel for the petitioner has drawn the attention of this court to a representation alleged to have been filed by the petitioner which has been placed on record as Annexure-V dated 27.05.2025 before the Deputy Commissioner, Kupwara, which till date has not been accorded due consideration.
3. After arguing for a while, learned counsel for the petitioner submits that he would feel satisfied in case a direction is issued to the Deputy Commissioner, Kupwara to accord consideration to the representation alleged to have been filed by the petitioner within some reasonable period to which Ms. Nadiya Abdullah, learned counsel who caused appearance on asking of the court on behalf of the official
respondents,has no objection provided the same is directed to be accorded consideration strictly under rules and as per law.

With the consent of the learned counsel for the parties, the instant petition is taken up for disposal at the very threshold as no fruitful purpose would be served to keep this petition alive and accordingly, the same is disposed of by directing Deputy Commissioner, Kupwara- respondent No. 2 to decide the representation alleged to have been filed by the petitioner which is placed on record as Annexure-V strictly under rules and as per law, within a period of six weeks from the date copy of this order along with the writ petition and Annexures are made available to the said respondent.
5. Suffice to say that while according consideration to the representation, all the stakeholders i.e., the private respondents 7 to 16 who have been arrayed in the instant petition be also given a right of hearing and all other stakeholders be also afforded opportunity of being heard, who may have interest in the issue in question.
6. It is further made clear that the Deputy Commissioner, Kupwara- respondent No. 2 will take appropriate action under law in conformity with the decision, which is likely to be taken on the said representation as directed by this court.
7. Disposed of in the manner indicated above.
