Clearly this petition is misconceived as the petitioner has 2025:JHHC:20282-DB 2 earlier approached this Court by filing W.P.(PIL) No.5515 of 2022 which was dismissed not on technical ground as sought to be protected by the petitioner but was dismissed after rendering finding on merits, as is evident from para-3 of the order passed in the aforesaid petition on 23.02.2024. 2. The instant petition has not been filed on any new cause of action but has been filed for the same relief as was sought in W.P.(PIL) No.5515 of 2022. Clearly, the instant petition is barred by the principles of Order 2 Rule 2 of the C.P.C. as well as the principles of res judicata. 3. Apart from the above, this petition in the nature of PIL is not maintainable, as it has not been drafted in accordance with Rule 4-A of the Jharkhand High Court (Public Interest Litigation) Rules. 4. Lastly and more important, the petition is not maintainable on behalf of so-called Sangharsh Samiti, as the names of the members and its office bearers, have not been spelt out in the petition. 5.
