Every time, we are given excuses which hardly inspire confidence. Still, we have been repeatedly granting time to the Commissioner of Customs to effect service upon the Respondents. 2. There are several modes of serving Respondents and we think that none of them are being adopted. Today, Mr. Adik states that a copy of this Petition has been served upon the Advocate who was earlier appearing for the Respondents. This is hardly a valid service.
