Act, pending before him, within stipulated time. 3. Having heard learned counsel for the parties and having perused the records, without expressing any opinion on the merits of the case, the writ petition is disposed of with the observation, in case such proceedings are pending, the same may be dealt with and decided by the Competent Authority/respondent no.2, strictly by means of a reasoned and speaking order within a period of three months, after hearing the parties.
