Heard Sri V.K.Singh, learned Senior Counsel assisted by Sri Hritudhwaj Pratap Sahi, learned counsel for the petitioners and Sri D.K.Singh, learned Additional Chief Standing Counsel. 2. At this stage Court takes note of arguments of learned Senior Counsel appearing on behalf of petitioners that in pursuance of earlier round of litigation, petitioners were provided with a copy of the report dated 10.12.2014, however despite various letters dated 3.4.2025, 11.4.2025, 14.4.2025 and 21.4.2025 basis of said report i.e. document or evidence were not provided, however without considering the same in its correct perspective, the impugned order was passed. 3. Learned counsel for the petitioners has referred paragraphs 9 and 10 of the impugned order where factum of above referred letters was specifically mentioned. 4. Learned Standing Counsel has taken instructions in regard to paragraph nos.9 and 10 of the impugned order and has tried to point out that impugned order is a reasoned order and request made in the aforesaid letters was considered. However, Court finds that it is contrary to records and concerned respondent ought to have considered the said letters and has to return a specific finding whether such documents were required to be forwarded to the petitioner or not. Court also perused the report dated 10.12.2024 and finds that no specific reason has been assigned in the impugned order, therefore, it become more relevant that request made by letter dated 26.4.2025 and subsequent letters be addressed properly, therefore, the impugned order dated 23.6.2025 is set-aside and the concerned respondent is directed to consider the prayer made in the above referred letters and in case of any legal impediment, same may also be informed to the petitioner and thereafter decide the matter afresh. 6.
