1. By way of this petition, the petitioner prays for following reliefs:-

2 10.2 That this Hon'ble Court may please to quash the impugned order dated 12-11-2021 (ANNEXURE P-1) Passed by passed by the respondent No.3. 10.3 hat this Hon'ble Court may kindly pleased to direct the respondent authority to grant pay scale of Rs. 2550-55-2605-60-3200 to the petitioner from 31- 05-1992 along with all arrears & benefits and interest. 10.4 That any other relief/order which may deem fit and just in the facts and circumstances of the case, including cost of the petition may kindly be awarded to the petitioners.

Brief facts of the case are that, the petitioner was appointed as a part-time sweeper at Veterinary Department of the Government on 31.05.1989 thereafter vide order dated 31.03.1998 the service of the petitioner had been regularized, that as per the circular dated 10.05.1984 this benefit is not given to the petitioner from 31.05.1992. He further submits that the similarly situated part time employee/sweepers have been granted benefits of pay scale of Rs. 2550-55-2605-60-3200 from the completion of three years of service, they have filed writ petition before this Court, on the direction of this Hon’ble Court the respondent authority have granted the pay scale of Rs. 2550-55-2605-60-3200 from the completion of three years of service along with all areas according to the circular of the State Government dated 10.05.2025. He also submits that the petitioner has approached before the respondent authorities for refund of his grievances and also requested oral and written representation before the respondent authority, but the same
3 has been not considered by the respondent authorities, hence this petition.
3. Learned counsel for the petitioner submits that the order dated 12.11.2021, which has been made in this petition is apparently bad in law, last line of the order itself is sufficient to show that is the order is not speaking as well as without any
consideration.
4. Upon this learned counsel for the State prays for short time to file return to explain about each and every thing, however she could not justify as why this type of order has been passed by the respondent authority and prays that a short time be given to pass an appropriate order for consideration.
5. I have heard learned counsel for the parties.
6. Considering the submissions made by learned counsel for the parties and also considering the facts and circumstances of this case the impugned order dated 12.11.2020 is hereby quashed and respondents are directed to reconsider the case of the petitioner and pass appropriate reasoned order within a period of 45 days from production of this order till then no coercive steps shall be taken against the petitioner.
