After hearing the learned counsel appearing on behalf of the parties, we are of the view that the respondent authorities should provide the necessary documents to the petitioner, that is, checking report, show cause notice, videography, seizure memo. Once these documents are provided to the petitioner, the department is directed to grant another opportunity to the petitioner of filing his reply/objection. After filing of reply/objection by the petitioner, the department shall grant an opportunity of personal hearing to the petitioner and after personal hearing is done, final assessment shall be carried out by the department in accordance with law. 3.
