Mr. Lenin Hijam, learned Advocate General, Manipur assisted by Mr. Dimal Kumar Haobam, learned junior GA to Advocate General and Mr. H. Debendra, learned Deputy Advocate General, appears for the State respondents; and Mr. S. Vijayanand Sharma, learned Sr.PCCG, appears for the respondents No. 5 & 6. Learned Advocate General appearing for the State respondents has placed a copy of the proceeding dated 24th February, 2024 issued by the Director General of Police, Manipur, Imphal before this Court wherein it is stated that a separate Special Team with the following officers is constituted to apprehend and arrest the elusive absconding convict, namely Mr. Timothy L. Changsan, s/o (L) Thangzakham Changsan, Administrator of North Eastern Children Home, Rengkai village, Churachandpur :- 1. Shri Nishit Kumar Ujjwal, IGP (AP-II), Manipur Head 2. I.O.s of the cases FIR No. FIR No. 2(2)2015 WPS-CCP and FIR No. 3(2)2015 WPS-CCP U/s 354/376(C) 506 IPC 6, 8 & 10 POCSO Act, 2012 Member. In the said proceeding dated 24th February, 2025, it is further stated that the Special Team shall make all endeavors to trace the absconding convict. Further, the Hon’ble Supreme Court of India in the aforementioned order dated 05.12.2024 passed in Criminal Appeal Nos. of 2025 [Arising out of SLP(Cril.) Nos. 9379-9380 of 2024] has also directed that if the State Government made a request to the Central Government (Ministry of Home Affairs), the Central Government shall render all necessary assistance to the State Government for the purpose of tracing the absconding convict. The learned Advocate General seeks 6 (six) weeks’ time to file written report before this Court in the light of the proceedings dated 24th February, 2025 issued by the Director General of Police, Manipur, Imphal.
