Tarlok Singh Chauhan, Judge ( Oral ) We really wonder why the State has undertaken this misadventure by filing the instant appeal. 2 The only direction passed by the learned Writ Court is to release no objection certificates as well as original documents/certificates for those of the respondents herein, who have deposited the bond amount of 40,00,000/- each in terms of the policy. The respondents are not slaves who are bound to serve the State 1 Whether the reporters of the local papers may be allowed to see the Judgment?No 2 and are only required to serve the State in case they are willing to abide by the bond. Once the respondents have opted for depositing the bond amount then, the State essentially has no authority whatsoever to withhold the no objection certificate as well as the original documents/certificates of those of the respondents.
