"1. Heard learned counsel for the petitioners.

3. Learned Additional Chief Standing Counsel-II on instruction, which is taken on record, states that since one of the member of the Committee, namely, Raj Kumar Bhartiya, who is petitioner no.2 in the writ petition, has resigned, therefore, quorum of the Committee is not complete, due to which financial power could not be handed over.
4. Learned counsel for the petitioners submits that petitioner no.2 was abducted by some unknown persons and they got blank paper
singed from him, and they wrote resignation of petitioner no.2 and submitted the resignation of petitioner no.2.He further submits that petitioner no.2 thereafter submitted an application on 17.05.2025 informing the respondent no.3 that he did not voluntarily give resignation rather his resignation was manipulated.
5. Be that as it may, since as of today, petitioner no.2 has already submitted resignation and constitution of the new Committee is pending with respondent no.2, therefore, the writ petition is
disposed off directing the respondent no.2-District Magistrate, Prayagraj to constitute a Committee as per Section 9-A of Uttar Pradesh Kshetra Panchayat and Zila Panchayat Adhiniyam, 1961 within a period of one month from today.
