The present writ petition has been filed under Article 226 of the Constitution of India with the following prayers:- “(i) Issue a writ, order or direction in the nature of mandamus, commanding/directing the respondent nos. 1, 2 & 3 to take steps for blocking the money involved in the financial cyber fraud with regard to F.I.R. No. 046/2024 dated 22-11-2024, U/s 66C & 66D of Information Technology Act, 2000 and 318(4) & 61(2) of Bhartiya Nyaya Sanhita, 2025:UHC:702 2 2023, lodged at P.S., Cyber PS, Rishikesh, District Dehradun by the petitioner (Annexure No. 8 to this writ petition). (ii) Issue a writ, order or direction, calling for the records and status report of the investigation in pursuance of F.I.R. No. 046/2024 dated 22-11-2024, U/s 66C & 66D of Information Technology Act, 2000 and 318(4) & 61(2) of Bhartiya Nyaya Sanhita, 2023, lodged at P.S., Cyber PS, Rishikesh, District Dehradun by the petitioner (Annexure No. 8 to this writ petition) and direct the respondent nos. 1, 2 & 3 to conduct fair and speedy investigation in the matter. (iii) Issue any other suitable writ, order or direction of any nature in favour of petitioner, which this Hon'ble Court may deem fit and proper in the present circumstances of the case. (iv) Award the cost of writ petition in favour of petitioner.” 2. Heard Mr. Ashish Agarwal, learned counsel holding brief of Mr. Sagar Kothari, learned counsel for the petitioner, Ms. Sameeksha Negi, learned counsel holding brief of Mr. Lalit Sharma, learned counsel for the respondent no.1 and Mr. Pratiroop Pandey, learned AGA with Mr. Pradeep Lohani, learned Brief Holder for the respondent nos.2 and 3. 3. Mr. Pratiroop Pandey, Advocate, appearing for the respondent nos.2 and 3 submitted on instruction that ten bank accounts, involved in the financial cyber fraud, have been seized by the investigating officer and the investigation is going on. 4. After the said submission, learned counsel 2025:UHC:702 3 appearing for the petitioner has requested to dispose of the present writ petition. 5.
