JUSTICE RAJIV ROY ORAL ORDER 17 21-08-2026 Heard Mr. Md. Anisur Rahman, learned counsel for the petitioners in all the three contempt petitions and learned State counsel. 2. The MJC No. 1146 of 2025 has been preferred:
"for initiation of contempt proceeding against the contemnors/opposite parties for their willful disobedience of the order dated 05.12.2024 passed in CWJC No. 12514 of 2023.”
3. Paragraph nos. 3 to 8 of the show cause read as under:
“3. That in light of the order dated 05.12.2024 passed in C.W.J.C no. 11691/23 by the
Patna High Court MJC No.1146 of 2025(17) dt.21-08-2026 3/5 Hon'ble Court, the District Election Officer (Panchayat) cum District Magistrate, Patna, has convened a meeting on 07.03.2025 in the presence of the concerned authorities including D.D.C., Patna, D.P.R.O., Patna, Election Officers cum B.D.O., Barh, Bakhtiyarpur, Mokama and also the representative of the petitioner Shri Shabbir Ahmad. The proceeding of the meeting contained in memo no.1250 dated 11.04.2025 is annexed herewith and marked as for kind perusal of this Hon'ble Court. 4. That it is humbly submitted that the bills submitted by the petitioner for the work done in Barh, Mokama and Bakhtiyarpur during the Panchayat General Elections 2021, has been well examined/enquired by the three member committee constituted at the District level and accordingly the amounts paid to the petitioner has been calculated which has been clearly shown in the tabular chart in the said memo no.1250 dated 11.04.2025. 5. That the M/s Sahani Tent House has been proportionately paid the bill amount on basis
Patna High Court MJC No.1146 of 2025(17) dt.21-08-2026 4/5 of the letter no.-68, dated-16.03.2021 issued by the Panchayati Raj Department, Government of Bihar, wherein for every election booth an amount of Rs. 11,000/- is to be spent as office expenditure and accordingly the allotments have been made for the Panchayat General Election-2021, in this regard. 6. That for each booth/centre, M/s Sahani Tent House has been paid @Rs.
10,258/-for the Chair, Table, Pandal, Shamiyana and temporary electric connection furnished. This is in accordance with the payments done to the other Agencies for the Panchayat General Election-
2021. 7. That accordingly the total payments of Rs. 17,72,382/-has been done to the petitioner in which the earlier amount of Rs. 10,75,006/- received by the M/s Sahani Tent House from the Block Office, Barh, has been adjusted. 8. That the entire due amount for the work done by the M/s Sahani Tent House has been paid and nothing is due or pending.”
4. At this stage, learned counsel for the petitioners
Patna High Court MJC No.1146 of 2025(17) dt.21-08-2026 5/5 submit that he be granted liberty to file appropriate petition before appropriate Court for the redressal of the grievance as the entire payment has still not been made. 5.
