2. The case of the petitioner is briefly as follows: The petitioner was appointed as a permanent dealer of fair price shop No.0825023, Pavuluru Village, Inkollu Mandal, Bapatia District compassionate grounds by the 2"^^ respondent dated 27.03.2024. On 10.10.2024, Revenue Inspector and Village Revenue Officer inspected the petitioners shop and verified the stocks, registers and ePoS machine. They did not find any variations. But, at the instance of the local ruling party leaders, the inspecting authorities made false allegation that there was an excess stock of 2 quintals of rice and seized the shop under the panchanama dated 10.10.2024. Since the respondents no.2 and 3 have not supplied the essential commodities during subsistence of the petitioner’s authorisation, the petitioner filed W.P.No.25134 of 2024. During pendency of the writ petition, the 2 respondent issued show cause notice dated 07.11.2024. This Court allowed the writ petition on 11.11.2024 directing the authorities to supply the essential commodities to the petitioner as long as the authorization is in force. Some unknown persons threw 4 bags of rice in compound premises of the petitioner. Those bags were shown as excess stock. The petitioner informed the inspecting officers that for long time, the ruling party leaders had been pressurizing the petitioner to resign from the dealership which the petitioner refused and hence they got kept the 4 bags of rice. They pressurized the inspecting authorities to show them as excess stock. The inspecting officers, having yielded to their illegal pressures, made the allegations that there was excess stock and seized the stock. The 2^^ respondent with predetermined mind passed the impugned proceedings by suspending the petitioner’s authorization instead of passing the final order.
