Petitioner Vs 1.The Superintendent of Police Office of the Superintendent of Police Tiruvannamalai District. 2.The Deputy Superintendent of Police Office of the Deputy Superintendent of Police, Arani, Tiruvannamalai District. 3.Inspector of Police Kannamangalam Police Station Tiruvannamalai District. ... Respondents PRAYER Writ Petition under Article 226 of the Constitution of India for the issuance of a Writ of certiorarified mandamus calling for the records from the file of the 3rd respondent and quash the order dated 21.06.2025 passed in C.No.21/CIKNM/2025 relating to rejecting the petitioner's request to conduct bull event on the eve of the Aani Matham celebrations to be held on 13.07.2025 at Arulmigu Sri Gengaiamman Tirukoil situated at Athimalaipattu Village, Arani 1/6 https://www.mhc.tn.gov.in/judis W.P.(Crl) No. 274 of 2025 Taluk, Tiruvannamalai District with police protection. For Petitioner: Mr. D.Thirumoorthy For Respondents: Dr.C.E.Pratap Government Advocate (Criminal Side) ORDER This writ petition is filed challenging the impugned order dated 21.06.2025 passed by the third respondent. By the said order, the third respondent has refused permission for the conduct of "fhis tpLk; jpUtpHh" to be held on 13.07.2025 at Arulmigu Sri Gengaiamman Tirukoil situated at Athimalaipattu Village, Arani Taluk, Tiruvannamalai District. The permission was refused on the ground that the said village is not enumerated in the Government Order that is passed by the Government with reference to the conduct of Jallikkattu. 2. Learned counsel for the petitioner would assert that what is being conducted is not Jallikkattu. Jallikkattu involves release of bulls through Vaadi Vaasal (tho thry;) and the sports persons try to cling on to the hunch and horns of the bulls and tame the same. The event which is sought to be conducted by the petitioner is known as "fhis tpLk; jpUtpHh". In the particular area, it means that the bulls will be unleashed and will be made to come around the 2/6 https://www.mhc.tn.gov.in/judis W.P.(Crl) No. 274 of 2025 temple and there will not be any taming or any sporting activity. The bulls will merely come around the temple and thereafter it will be taken by their respective owners. 3. Learned Government Advocate would submit that the authority has passed the order on the premise that the permission which is sought for is only Jallikkattu and if it is Jallikkattu, the authority is correct in passing the impugned order. 4. I have recorded the submission that are made by the learned counsel for the petitioner. The petitioner shall file an affidavit before the third respondent stating that by conducting "fhis tpLk; jpUtpHh", there will not be in taming of the bulls and they will merely unleash the bulls and make the bulls to run around the temple and nothing else will be done. All the details such as the schedule of events to be conducted in the temple festival should be categorically mentioned. Upon filing of such affidavit, if the third respondent is satisfied that it is not similar to Jallikkattu and it is only a traditional festival that is conducted in the village, permission shall be granted dehors the fact that the village is not mentioned in the Government Order. 5. Accordingly, this writ petition is ordered with the following directions. 3/6 https://www.mhc.tn.gov.in/judis W.P.(Crl) No. 274 of 2025 (a)The order dated 21.06.2025 bearing reference No.C.No.21/CIKNM/2025 shall stand set aside and the matter is remanded back to the file of the third respondent. (d)If the activities that are mentioned by the petitioner amounts to Jallikkattu, then it will be open for the third respondent to reject the request of the petitioner.
