On 8th October 2025, we have passed a detailed order in this Petition inter alia observing that the committee needs to expeditiously proceed to examine the grievances of the Petitioner and after granting an opportunity of a hearing to the Petitioner, take an appropriate view of the matter. We had directed that such exercise be undertaken and completed within 6 weeks from the said order. Today Mr. Rodrigues has placed on record, the report of the committee in which considering the facts of case the committee has made following recommendation : Mane JYOTI RAJESH MANE Digitally signed by JYOTI RAJESH MANE Date: 2025.11.26 17:57:16 +0530 10-WP-572-14 WITH ANR.DOC As resolved by the Governing council in its meeting dated 9th February 2013, item no. 40/4 ‘a review committee of two experts in the field of instrumentation be set up to evaluate the work done by Mr. Anand Oka. Recommendation of this committee should be forwarded to the University Grant Commission for the approval. 2. In this view of the matter now, as the decision has been taken for the issue to be considered by the Review Committee of 2 experts in the field of instrumentation, we are of the opinion that keeping all contentions of the parties including the contentions as raised in the present Petition this Petition ought not to be taken any further. We leave the issue for consideration of the committee as recommended by the existing committee to take an appropriate view on all the issues. All contentions of the parties in this regard are expressly kept open. 3. Needless to observe that as these proceedings are pending since the year 2014, the committee of two experts now is required to take an early decision. Let an appropriate decision in that regard be taken by the committee including of two recommended experts as expeditiously as possible and in any event within a period of 6 weeks from today. 4. As two copies of the report of the Committee are placed on record. We order that one of the copy be made available to the Advocate for Petitioner, with one copy to be kept on record of the present proceedings. 5. Disposed of in the aforesaid terms . No costs. 6.
