Despite receipt of notice, the second respondent failed to enter into appearance. 3. Heard the learned counsel appearing for the petitioner and the learned counsel appearing for the first respondent. 4. Considering the reasons assigned and taking note of the quantum of delay, this Court is inclined to condone the delay.
