From perusal of the relief claimed by the petitioner it appears that there is dispute between petitioner and private respondent No.4 to 5. The relief claimed is against a private respondents who are not an instrumentality of 'State' under Article 12 of the Constitution of India. 3. Writ petition is misconceived. Dismissed.
