BEFORE HON’BLE MR. JUSTICE S. DATTA PURKAYASTHA ORDER 11.08.2025 Heard Ld. Mr. A.K.Paul for the petitioner and Ld. Addl. GA Mr. Dipankar Sharma for the respondents. Ld. Addl.GA Mr. D. Sharma under the instruction of the respondents submits that already the matter of promotion of the petitioner Mr. Biswajit Das to the post of Dy. Director of Agriculture, (THAS) Grade-III is taken up and is under active consideration of the department. Mr. Sharma, Ld. Addl. GA, also submits that ACRs, self declaration, IPR etc. for the year 2024-25 of the petitioner are not available in the department and after immediate completion of all sorts of required processes, the department will take initiatives through TPSC for further processing of the matter and in this regard further two months time may be consumed for completion of the said entire process. Ld. Counsel Mr. Anjan Kanti Paul submits that the respondents have taken dilatory tactics in processing the matter and the same may be ordered to expedited. Considered the submissions of both sides. The petitioner filed the writ petition with prayer for a direction for consideration of the petitioner for promotion to the post of Deputy Director, THAS, Grade-III from the date of promotion of his junior colleague namely Dr. Bibhas Kanti De. As already the promotional matter has been taken up by the respondents, there is no further necessity to keep the writ petition pending. Accordingly the writ petition is disposed of on the ground that promotion of the petitioner to the post of Dy. Director, THAS, Grade-III is under active consideration and is under process of the respondents. However, the respondents are directed to endeavour to complete the process as far as possibly within two months. In case, any further grievance persists after the final decision taken on the promotion of petitioner by the respondents, the petitioner will have the liberty to approach proper forum.
