ORAL ORDER
The petitioner is convicted for different offences punishable under the Dowry Prohibition Act, 1961 and the Indian Penal Code. The petitioner has served more than four years, including the remission period. The petitioner's application for general parole is rejected by the second respondent because of a report filed by the jurisdictional police. The petitioner has applied for general parole stating that he must help his family in repairing their house.
The report by the jurisdictional police is that the petitioner's family does not own any land and his family does not stay in the village. Mr. Vijaya Prasad, the learned counsel for the petitioner, to show otherwise relies upon RTC for the land in Sy.No.33/4 of Hollenahalli, Thippasandra Hobli, Magadi Taluk and contends that the revenue entries for this land stand in the name of the petitioner's mother.

In terms of the Karnataka Prisons and Correctional Services Manual 2021, especially after this Court's decision on the efficacy of the amendment to Rule 191 of the Karnataka Prison Rules, 1974 in W.P.No.11541/2025 disposed of on 19.08.2025, the merits of the petitioner's request must be considered by the Director General of Police, Prisons and Correctional Services, and in the circumstances, this Court is of the view that the petitioner's request must indeed be considered by the aforesaid Officer not only in the light of the reasons that are offered on perusal of records but also the purpose for which the general parole is granted. Hence, the following:
ORDER [A] The petition stands disposed of with liberty to the petitioner to forward a certified copy of this order, through his counsel, to the third respondent through E-mail [cpblr.prisons-

kar@gov.in], and the third respondent is directed to forward the entire file to the Director General of Police, Prisons and Correctional Services within a week from the date of receipt of a copy of this
order. [B] The Director General of Police, Prisons and Correctional Services is called upon to consider all the circumstances in the light of this Court's observation and communicate the decision to the petitioner within fifteen days from the date of receipt of the records.
