By the present writ petition, the petitioner is seeking a direction towards the respondent authorities to release the payment and security deposit with respect to the work done by the petitioner in pursuance to the work order dated 12/04/2022 (Annexure P/2). 2. (i) Learned counsel appearing for the petitioner submits that the respondent No.4/ Executive Engineer & Member secretary, District Water & Sanitation Mission (DWSM) had issued a notice NIT dated 29/12/2021 for the work of providing,laying, jointing, testing of CPVC Pipe with suitable joints, valve specials and all fittings including all alied Civil works for Village Panchayat- Bagbahara Kala, Barbaspur, Bhadrasi, Bhaluchuwa, Bokramunda Khurd, Chhiuha, Part-1, Chhuiha Part-2, Dabpali Part-1, Dabpali Part-2, Dokarpali, Dwartara Kala, Thulu, Block Bagbahara, District Mahasamund (C.G.) and other related work. (ii) The petitioner participated in the tender process and the work awarded to him vide work order dated 12/04/2022 (Annexure P/2). The petitioner started the work as mentioned above and completed the same. He would further submit that the completion certificate dated 10/05/2022 (Annexure P/4) has been issued by respondent No.5/ Assistant Engineer, PHE, Sub-Division 3 Mahasamund regarding the completion of the work allotted to the petitioner. He would submit that in spite of the work completed by the petitioner, necessary dues and the security deposit has not been paid to him on repeated requests made by the petitioner. 3. Learned counsel appearing for the State submits that if the amount as claimed by the petitioner is undisputed and the work has already been completed, necessary steps shall be taken to release the amount. 4. I have learned counsel for the parties and perused the documents. 5. Looking to the submissions made by the learned counsel for the parties, the respondent authorities are directed to verify the grievance of the petitioner and if the work has been completed and there is no dispute towards the bill raised by the petitioner, the same shall be released to him within a period of 45 days from the date of receipt of copy of this order. 6.
