Since common questions of law and fact are involved in these three writ petitions, therefore, they are heard together and are being decided by this common judgment. However, for the sake of brevity, facts of Writ Petition (S/B) No.226 of 2020, alone are being considered and discussed. 1 2025:UHC:5371-DB 2. Petitioner has challenged order dated 29.07.2020 passed by Additional Director Education (Secondary), Garhwal Mandal Pauri, District Pauri Garhwal whereby his claim for appointment as Downgrade Principal was rejected on the ground that he was not eligible on the date of occurrence of vacancy on the post of Principal. 3. Perusal of the impugned order reveals that vacancy on the post of Principal in the concerned Intermediate College occurred on 30.06.2006 while petitioner was promoted as Lecturer only on 11.06.2005. As per the Regulations, only a senior most Lecturer, who has put in service as such for ten years on the date of occurrence of vacancy on the post of Principal, is eligible for appointment as Downgrade Principal. 4. Since petitioner was not having requisite qualification for such post, therefore, Additional Director Education (Secondary), Garhwal Mandal Pauri, District Pauri Garhwal is justified in rejecting the claim of the petitioner for promotion as Downgrade Principal, therefore, this Court do not find any reason to interfere with the impugned rejection order. 5.
