By the said order, direction was issued to remove encroachment from river banks, riverbeds, etc. (3) It is alleged by petitioners that certain persons have encroached upon Sonali River in Village Abdipur Sikandar, Tehsil Laksar, District Haridwar and authorities have become silent spectators and they have not taken any action despite the order passed by Division Bench of this Court. (4) Having regard to the facts pleaded in the contempt petition, this Court thinks that ends of justice would be met if petitioners are permitted to make representation to the SDM concerned. (5) Contempt petition is, accordingly, disposed of granting liberty to petitioners to approach the SDM, Laksar by making a representation. If petitioners make representation within ten days from today, decision thereupon shall be taken by SDM concerned within six months thereafter. (6) It goes without saying that all persons likely to be affected by the decision to be taken shall be given reasonable opportunity of hearing.
