Kalpetta Municipality is the appellant. The appeal was filed through the office of Advocate A.K.Sreenivasan. There is no appearance for the appellant in the forenoon and in the afternoon. From the docket order of the court, we notice that the demise of the learned Advocate through whom the appeals have been filed was noticed as early as 2020. The appellant is a local body and appears to have not taken steps to get the appeal represented by a counsel both in the morning and in the afternoon.
