Learned Additional Government Advocate accepts notice for the respondents. 2. Petitioner is before this Court seeking for the following reliefs: "a. Issue a writ in the nature of certiorari quashing the letter dated 21.08.2025 bearing No.ಉ.ೋಕ.ಾ ಟಾಯನಪರ 334/25-26 vide Annexure-M. b. Issue a writ in the nature of mandamus directing the 2nd respondent to register sale deed dated 24.07.2019 which has been pending registration as document P-4095 vide Annexure-A. c. And grant such other order or directions as this Hon'ble Court deems fit under the circumstances of the case, including costs in the interest of justice and equity." - 3 - HC-KAR NC: 2025:KHC:53784 WP No. 34069 of 2025 3. By way of the endorsement/letter dated 21.08.2025, the petitioner had been called upon to furnish the RTCs in the name of the vendor under a sale deed as also the revenue sketch for the purpose of registration. It is challenging the same, the petitioner is before this Court. 4. The Division Bench of this Court vide order dated 26.11.2025, in WA.No.61/2022 has categorically held that without 11E sketch accompanying the document presented for registration, the same cannot be so registered. Insofar as the RTC is concerned, it is required that the name of the vendor be found mentioned in the revenue documents as on the date of registration to sell the property since subsequent change in the revenue record would have to be made in the name of the petitioner. 5. These documents not being submitted, I am of the considered opinion that respondent No.2 was right in rejecting the presentation of the document for registration. - 4 - HC-KAR NC: 2025:KHC:53784 WP No. 34069 of 2025 6.
