“A. Issuance of a writ of certiorari or any other appropriate writs for quashing the order of blacklisting passed by the District Education Officer, Bhojpur, Ara vide Letter No. 1329 dated 23.07.2024, imposing an unjustifiable penalty on the petitioner as the same is arbitrary, illegal, and violative of the principles of natural justice;

It is necessary to reproduce impugned blacklisting communication dated 23.07.2024 vide Annexure P/6 and it reads as under :

On this score, the petitioner has made out a case so as to interfere with the impugned communication dated 23.07.2024 and it is set aside. 3.
Matter is remanded to the concerned authority to proceed further after giving due opportunity of hearing or submission insofar as show cause notice to be issued to the petitioner. On receipt of those necessary documents, the concerned authority is hereby directed to pass order after due
consideration of each of the contention to be raised by the petitioner. The above exercise shall be completed within a
