The petitioner has brought to the notice of the Court that the order dated 21.05.2024 passed by this Court in WPPIL No. 131 of 2022, Samadhan v. State of Uttarakhand and others, has been disobeyed by the respondents. In fact, by its order dated 21.05.2024, this Court had disposed of the writ petition by giving one more year’s time to the State to install police stations/reporting police stations in rural areas of Uttarakhand and to abolish revenue police. Heard. Learned counsel for the petitioner submits that the order has not been completely complied with. He submits that State should file a report. Learned counsel for the respondents submits that 3244 revenue villages have been brought within the jurisdiction of the regular police and 2440 revenue villages are proposed to be brought within the jurisdiction of the regular police and many more police stations and reporting police chowkis are to be created, for which the proposal is pending. Learned State Counsel submits that as soon as the recommendation of the Finance Department and the Personnel Department is received, the process shall be carried forward. He also placed for perusal of the Court written instructions. They are taken on record. Having considered the order, of which disobedience is reported, the compliance as well as the steps that have been taken, this Court is of the view that it is not a case in which the contempt proceeding should be initiated against anyone.
