Affidavit of service filed on behalf of the petitioner is taken on record. Petitioner being an Assistant Teacher of a Government Aided Secondary School made application for transfer online on the ground of distance but the same was sent back by the school authority where petitioner is presently serving. Subsequently petitioner has made an offline application dated 29th October, 2024 addressed to the West Bengal Central School Service Commission for transfer on the ground of distance and also on medical ground. Petitioner prays for consideration of offline application seeking transfer dated 29th October, 2024 by the concerned respondent authority. 2
Respondents are represented by learned Advocates and prayer of the petitioner is opposed by the learned Advocate representing West Bengal Central School Service Commission on the count that basically the transfer application of the petitioner made offline is on the ground of distance and in support of the claim of the petitioner to be transferred on medical ground no cogent document is disclosed. Having considered the respective submissions made on behalf of the parties and on perusal of the offline application which has been made on the ground of distance as well as on medical ground it needs to be recorded that distance ground ought not to be treated as a special ground in terms of relevant Transfer Rules for which offline application is not required to be entertained. Furthermore, it is argued on behalf of the petitioner that case is made out for transfer on medical ground requiring consideration of offline transfer application. However, on perusal of writ petition it appears one prescription is enclosed dated 19th October, 2024 wherefrom it cannot be ascertained that suffering of the petitioner is such which requires transfer in order to avoid long distance journey. In absence of corroborating medical documents prayer of the petitioner for transfer on

medical ground based on offline transfer application ought not to be entertained. Hence, writ petition stands dismissed. However, this order shall not preclude the petitioner to apply for transfer in accordance with law in future.
